This collection of environmental performance reports of government bureaux, departments and agencies covers the reporting period from 1999 to end of 2001, and therefore the previous government structure of the HKSAR as of 30 June 2002 is still valid for use.
The re-organised government structure of the HKSAR, as effective from 1 July 2002, is applicable to the collection of the environmental performance reports of government bureaux, departments and agencies for the reporting period from 2002 to 2007. - The Commerce and Industry Bureau was formerly know as the Trade and Industry Bureau prior to the reorganisation in July 2000.
- The Planning, Environment and Lands Bureau were re-organized as the Environment and Food Bureau and the Planning and Lands Bureau in January 2000.
- The Industry Department and the Trade Department were re-organized as the Trade and Industry Department, the Invest Hong Kong, and the Innovation and Technology Commission in July 2000.
- The Regional Services Department and the Urban Services Department were re-organized as the Leisure and Cultural Services Department and the Food and Environmental Hygiene Department in January 2000.
- The Planning and Lands Bureau produced the first Environmental Performance Report covering year 1999 & 2000.
- Transport Bureau, Transport Department & Highway Department jointly published thier first and second Environmental Performance Reports.
- The Secretariat for Standing Commission on Civil Service Salaries & Conditions for Service, & the Secretariat for Standing Commission on Disciplined Service Salaries & Conditions for Service were re-organized as Joint Secretariat for the Advisory Bodies on Civil Service & Judicial Salaries and Conditions of Service in January 2002.
