8.2 RECREATION
   
8.2.1 Criteria for Recreational Value

The following criteria (originally proposed in TR1 and revised in Progress Paper No 7), have been used for determining whether an area has recreational value (16):

  • Presence of sign-posted, maintained trails for hiking, cycling or nature appreciation; or

  • Presence of designated barbecue pits; or

  • Presence of gazetted beaches; or

  • Presence of designated outdoor recreation (eg pavilion) or nature education (eg exhibit) facilities; or

  • use of the area for an organized and authorized sporting event (eg footrace, orienteering, golf, boating (in watercourses)).

(16) As indicated in Progress Paper No 8 (submitted on 14 January 2000), ERM received no adverse comments from the ESMG with regard to the revised criteria for assessing recreational value provided in Progress Paper No 7 (submitted on 22 November 1999), the Study Team will employ (now has employed) the criteria (which are considered final since then) for assessing whether an area possesses recreational value.

   
8.2.2 Information Sources of Valued Recreational Features
   

Recreational features recorded during ecological field surveys were assessed against the above criteria and located on the habitat map where recreational value has been identified for a surveyed area. In addition to the information collected during field surveys, locations of areas which possess recreational value have also been identified from the existing map data of the Lands Department and Government home page listed in Table 8.2a.

g: As the listed data will not be available until July 2000, they have not been used for identifying valued recreational areas.

Additional information on areas or sites possessing the above characteristics have been compiled through liaison with the Agriculture, Fisheries and Conservation Department (for Country Park areas), the Provisional Urban Council/Urban Services Department (now the Leisure and Cultural Services Department) (for urban parks in Kowloon and on Hong Kong Island) and the Provisional Regional Council/Regional Services Department (now the Leisure and Cultural Services Department) (for urban parks in the New Territories). All areas of recreational value regardless of access status (ie public or private) have been included for assessment.
