Note for Contaminated Land Assessment and Remediation (Guidance Note)
The
Guidance Note sets out the requirements for proper assessment and management of
potentially contaminated sites such as oil installations (e.g.
oil depots, petrol filling stations), gas works, power plants, shipyards /
boatyards, chemical manufacturing / processing plants, steel mills / metal
workshops, car repairing / dismantling workshops and scrap yards. In addition,
this Guidance Note provides guidelines on how site assessments should be
conducted and analysed and suggests practical remedial measures that can be
adopted for the clean-up of contaminated sites;

Guide for Investigation and Remediation of Contaminated Land (Practice Guide)
This
guide outlines typical investigation methods and remediation strategies for the
range of potential contaminants typically encountered in Hong Kong; and

Guidance
Manual for Use of Risk-based Remediation Goals for Contaminated Land Management
(Guidance Manual)
The
Guidance Manual introduces the risk based approach in
land contamination assessment and present instructions for comparison of soil
and groundwater data to the Risk-Based Remediation Goals (RBRGs) for 54
chemicals of concern commonly found in Hong Kong. The RBRGs were derived to suit Hong Kong
conditions by following the international practice of adopting a risk-based
methodology for contaminated land assessment and remediation and were designed
to protect the health of people who could potentially be exposed to land
impacted by chemicals under four broad post restoration land use categories.
The RBRGs also serve as the remediation targets if remediation is necessary.

of a section of an elevated carriageway of TWR between Tai Ho Road and Wing
Shun Street, from a three-lane carriageway to a four-lane carriageway on
Kowloon bound;

Widening
of a section of an elevated carriageway of TWR between Wing Shun Street and
Wing Kei Road, from a dual two-lane carriageway to a dual three-lane carriageway;
·
Widening
of a section of an at-grade carriageway of TWR between Wing Kei Road and KTI,
from a dual three-lane carriageway to a dual five-lane carriageway;
·
Widening
of a section of an elevated carriageway of TWR between KTI and Container Port
Road, from a three-lane carriageway to a four-lane carriageway on Kowloon bound
(its implementation is yet to be ascertained and subject to further traffic
review);

Construction
of a slip road connecting TWR (Kowloon bound) to Tsing Tsuen Road (Slip Road C)
(its implementation is yet to be ascertained and subject to further traffic
review);
·
Construction
of a slip road connecting TWR (Tuen Mun bound) and
Hoi Hing Road (Slip Road E);
·
Provision
of noise mitigation measures including noise barriers/enclosures and low noise
surfacing materials on associated road sections of Tsuen Wan Road; and
·
Ancillary
works including geotechnical, drainage, waterworks, lighting, landscaping
works, installation of traffic aid facilities, etc.

The existing TWR, Kwai Hei Street,
Container Port Road, Kwai Tsing Road and Hing Fong
Road were observed in the south of the Project Area. Gin Drinkers Bay
Landfill had undergone redevelopment and a container storage was also
observed in the south of the Project Area. Reclamation and construction works for other sections of the existing TWR were observed
in the northern and central portions of the Project Area. The existing Lung
Tak Street had been constructed while the factories were no longer observed
in the centre of the Project Area. |

A car park, the existing rest garden (Hoi
Shing Garden), an electrical substation (Hoi Shing Road Substation), Hing
Shing Temporary Housing Area, construction works and
existing roads were observed in the north of the Project Area. The existing electrical substation (Tsuen
Wan South Substation) and the existing TTI had been constructed. Existing car
park were observed in the centre of the Project Area. The container storage in the south of the
Project Area was replaced by a works area. The existing Kwai Chung Park,
refuse collection point (Kwai Shun Street Refuse Collection Point) and Kwai
Shun Street Playground were also observed. |

Hing Shing Temporary Housing Area had been
demolished and a works area with an electrical substation and a car park were
observed in the north of the Project Area. Car park, existing Tsuen Wan Park and
Tsuen Wan Driving Test Centre were observed in the centre of the Project Area. A portion of the works area in the south
of the Project Area was replaced by a car park. The existing Tsing Kwai
Highway, Public Works Regional Laboratory (Tsuen Wan), Kwai Shun Street
Cooked Food Market and Kwai Shun Street Public Toilet were also observed. |

The works area in the north of the Project
Area was partially replaced by car parks and vacant land. The electrical
substation within the works area was no longer present. An electrical
substation was observed in the southeastern corner

Hoi Shing Road Substation was no longer present and turned into the existing
car park. The existing car park was observed
adjacent to the existing Tsuen Wan Driving Test Centre in the centre of the Project
Area. The works area in the south of the Project
Area was turned into a car park. |

A
maintenance depot under Contract No. DC/2019/02 Drainage
Maintenance and Construction in Mainland South Districts is located at
Hoi Kok Street in the north of the Project Area, which is currently operated
by the DSD and Welcome Construction Company Limited (contractor). The
site mainly comprises a car park in the north, site offices in the south, a
material storage area for construction materials and equipment in the west, a
works area for Cured-in-Place-Pipe (CIPP) liner production in the east and
access road in the remaining areas of the site. The entire site is concrete
paved. Based on site observations and as reported by the site representative,
no vehicle / equipment maintenance activities are carried out on site. The
works area mainly consists of a workshop area, a storage area for the CIPP
liners, chemical / chemical waste storage areas, 3 refrigerated containers
for the storage of resin solutions and curing agents, a resin mixing area and
a forklift refueling area. Based on site observations and information
provided by the site representatives, chemicals including cement mortars,
resin solution (containing styrene), styrene monomer (resin thinners) and
curing agent are used for CIPP liner production in the works area. In
addition, diesel is reportedly used for operation of the forklift and motor
oil is used for operation of the blowers in the workshop area. A
motor oil barrel, resin solutions, styrene monomer containers and spent
diesel oil drums were observed in the southeastern
corner of the site. The styrene monomer and diesel oil drums were stored
directly on concrete paved ground and the resin solutions were stored in
drums on wooden pallets with no signs of stains / spillage observed in the
vicinity. The motor oil barrel was stored on a metal rack with stain /
spillage observed underneath the barrel. Waste batteries were also observed
in the workshop area, which were stored on wooden pallets on concrete paved
floor with no signs of stains / spillage observed in the vicinity. The resin
mixing and forklift refueling areas were concrete
paved with some stains observed. Based
on EPD information, 1 valid CWP record registered for construction was
identified for the site and the registered chemical wastes included spent
motor oil, spent diesel oil and waste battery. Based
on information from FSD, EPD and site representatives, there were no DG /
fire incident / chemical spillage records for the site. |

A construction
site depot under Contract No. 10/LANDS/19 Slope Improvement and
Emergency Works over Hong Kong Island and Islands, Kowloon, Sai Kung, Tsuen
Wan and Kwai Tsing Districts is located at Wing Tak Street in the centre
of the Project Area, which is currently operated by the LandsD
and DIX Construction and Transportation Limited (contractor). Based on the latest engineering design, excavation
within the site under the Project would only be required for the construction
of the proposed piers (refer to PR14 in Appendix
7.3 for the proposed excavation areas). The site depot
mainly comprises a construction material storage area in the north and west,
site offices in the east and northeast, a temporary storage area for
construction waste in the southwest, a chemical storage area in the south and
open area in the centre of the site. The entire site is concrete paved.
According to the site representatives, no vehicle / equipment maintenance
takes place on site. As observed
during the site walkover, chemicals including lubricating oil, paints and
thinners were identified on site. Two lubricating oil drums were observed in
the northeast of the site, which were stored directly on concrete paved floor
with oil stains observed in the vicinity. According to the site
representatives, lubricating oil is stored on site and is only used for
construction works off-site. Paints and thinners were observed in the
chemical storage area in the southeast of the site, which were stored on
shelves or directly on concrete paved ground. However, all the identified
chemicals / oil stains were located outside the proposed excavation areas
under the Project. Based on FSD/EPD
information, there were no DG / chemical wastes / fire incident / spillage
records for the site. |
