Key Concerns |
Follow-up Actions |
- Temporary Eencroachment into Country Park and the need to provide off-site compensation
- Options without encroachment into the Country Park have been developed and examined but were not recommended for preferred option because they cannot provide adequate void capacity to meet territorial and regional demand for waste disposal outlet (further information on options selection is provided in the EIA Report).
- On-site compensation by woodland plantation has been proposed in the EIA to enhance the ecological value of the encroached area.
- Off-site compensation for Country Park is outside the current mechanism of designating Country Park by AFCD.
- Justification of landfill extension
- The fact that i) landfill extension will be needed to provide adequate capacity to meet the territorial demand for landfill space and ii) the importance of extending all three strategic landfills in parallel with the development of other waste disposal facilities were illustrated (further information on options selection is provided in the EIA Report).
- The potential odour impact associated with the operation of the SENT Landfill Extension was assessed in the EIA and mitigation measures were recommended. The assessment concluded that with the implementation of the recommended mitigation measures, no unacceptable odour impact is anticipated at the identified Air Sensitive Receivers.
- The odour management and control measures recommended in the EIA will be implemented through contract requirements.
- Restoration and compensation
- EPD will take on board the recommendation on a coherent restoration and ecological enhancement plan and to implement it through contract requirements.
