Based on the findings of the Study “Extension for Existing Landfills and Identification of Potential New Waste Disposal Sites” completed in January 2003, all existing landfill capacity would be exhausted around mid to late 2010s if waste disposal continues at the current trend. Therefore, the Government has developed a Strategic Plan under the Study for the development of landfill extensions and new sites for the disposal of solid wastes in the next 50 years. The West New Territories (WENT) Landfill Extensions form an integral part in the Strategic Plan in maintaining the continuity of landfill capacity in the West New Territories.
The Waste Facilities Group of the Environmental Protection Department of the Hong Kong Special Administrative Region Government commissioned Ove Arup & Partners Hong Kong Limited in March 2007 to carry out the engineering feasibility and EIA Study for the WENT Landfill Extensions. The Study was completed in 2010.
